





John's Journey
John Brooks began his career while still in High School, applying technology his grandfather pioneered in agriculture, deploying systems that created the first computerized dairy farms in the late 70’s and early 80’s. In those early days this technology increased dairy production by over 30% while also detecting cattle illnesses electronically, saving significant herd management costs. Following graduation from the University of Colorado and the military reserves, he spent almost two decades in emergency services, as a Fire Lieutenant and Critical Care Paramedic, and later as Chief and Director for both public and private Emergency Services agencies.
During his public sector service, John applied progressive and innovative ideas including System Status Management statistical modeling to predict future community emergency needs. He created “Smart” analytics that produced dynamic placement models for rescue resources, improving response times by over 49%. Through his leadership he successfully moved his public agency from being tax-dependent to operating as a highly profitable tax-independent enterprise agency.
For the last 25 years John has been an executive leader in data technology, working in start-up multi-national organizations that grew to nearly $100M in annual revenues while developing relationships with over 300 telecommunications carriers, and traveling to over 85 countries. He has extensive experience in multi-national operations, data integrity and lifecycle management, and advanced analytics serving multiple industries, including Smart Cities.
Throughout his career, John has developed a strong global perspective that has helped shape his thoughts on both American and Coloradoan competitiveness on the world stage. Having been in Colorado for almost his entire life, John understands the challenges we must overcome to keep our state, our industries, and most importantly, our children at the top across any given metric.
Today, John serves as an independent consultant in Smart Cities and is recognized as the Global Thought Leader for Regional Communities by the Smart Cities Council. With a keen focus on the needs and challenges faced by smaller communities as digitalization and urbanization threatens their existence, he has worked to preserve that crucial portion of our society by envisioning solutions including Digitally Integrated Public Ecosystems.
